It is useful to hold small blades for honing, to form small diameter wire (there is a hole through both the handle and the threaded stem for feeding), and it can be clamped in a larger vise to hold small items in position as you work on them.
It is 3" long, made of steel with copper plating (color may vary). Anyone doing detail work could use one.
