Presumably
as claimed, the inclusion of the lever and the moveable dies
and plates was to eliminate all other types of swage systems
available at the time. It provided a spring-loaded lever, using
a cam to give a repeatable position when placing the device
on the workpiece.

This fine adjustment was controlled by the placement of the
collar on the main body and the placement of the forming anvils
and plate within the tool body. Such flexibility created different
combinations to give different sharpening options. Once positioned,
the user struck the swage, causing the finished tooth profile
to be formed. This example shows evidence of limited service,
in that one of the small anvils has been damaged.
