A block and tackle system for steam bending is meant for stock with a cross-section greater than 2 1/2 square inches, where a standard strap clamp alone can't generate enough force to pull the wood around the form.
No, it's designed for use with 2" strap clamp material only, not the 1 1/4" size.
It includes the custom fittings needed to rig a block-and-tackle pull around your bending form, though the straps themselves are available separately.
